The problem of degraded, inconsistent download speed has returned. My download speed is currently fluctuating minute-by-minute, second-by-second - there's no consistency whatsoever (for the last couple of hours throughput has rarely been higher than 2.5 Mbps on my 7 Mbps line, and ping times are inconsistent again).
